We are excited to welcome Mallisa Capps as our new Special Education Director!
Mallisa joins us from Tulsa Public Schools with over 30 years of experience in K–12 Special Education. Her depth of knowledge, leadership, and dedication to students will be a tremendous asset to our district.
“I currently serve as a Special Education Coordinator, where I support multiple campuses in implementing services, ensuring compliance, and strengthening instructional practices.
My focus is on building consistency across campuses—ensuring IEPs are high quality, services are aligned, and staff have clear systems to follow. I work closely with principals and teachers to support implementation and problem-solve challenges, especially in areas such as staffing, service delivery, and student needs.
I’m very intentional about creating systems that are both compliant and practical for staff, because that’s what leads to stronger outcomes for students. That’s the perspective I’m excited to bring into this role.
I’m very interested in this opportunity because I see a strong connection between the work I’ve been doing and the direction Coweta is moving. I would genuinely appreciate the opportunity to support your team and contribute to the work happening across the district.”

The Oklahoma Association of School Administrators (OASA) has named Doug Flanary of Coweta Public Schools as the 2026 OASA District 10 Assistant Superintendent/Central Office Administrator of the Year.
Mr. Flanary was selected by his peers for his outstanding leadership, dedication to education, and meaningful contributions to school administration. This award recognizes administrators who demonstrate excellence in leadership, vision, professional growth, and advocacy for education at the district level.
He will be formally recognized at the Cooperative Council for Oklahoma School Administration (CCOSA) Summer Leadership Conference, held May 27–29, 2026.
